Water Supply Planning Within the Region

Water System Plans

In addition to the regional water supply planning included in the 2009 Regional Water Supply Outlook, individual utilities are required to develop comprehensive water system plans for their water systems. The plans, commonly called Comprehensive Water Plans or Water System Plans are required to address a 20-year planning period, with emphasis on the initial 6-year period. The Washington State Department of Health Drinking Water Program has established the planning requirements. Links to water system plans within the region that are available online are below.

Coordinated Water System Plans

Another level of planning established in Washington law is Coordinated Water System Planning under the Water System Coordination Act, (Act) RCW 70.116. The Act was enacted to:

To provide for the establishment of critical water supply service areas related to water utility planning and development;
To provide for the development of minimum planning and design standards for critical water supply service areas to insure that water systems developed in these areas are consistent with regional needs;
To assist in the orderly and efficient administration of state financial assistance programs for public water systems; and
To assist public water systems to meet reasonable standards of quality, quantity and pressure.

Several Coordinated Water System Plans have been developed in the Water Supply Forum planning area. The following plans are available for download.

Consolidated Report on Water Supply in King County

The Consolidated Report on Water Supply in King County was prepared for Seattle Public Utilities in 2002 to summarize the municipal water needs in King County. The report was a based on the needs reported by individual water systems, consequently the forecasting techniques used were not uniform across King County.

Although the Consolidated Report has been superseded by the 2009 Regional Water Supply Outlook; it is available for download.

The Forum is a cooperative effort of representatives of water systems and local governments in the central Puget Sound region of Washington State to address current and future water supply issues, including water supply planning, environmental stewardship, and other issues currently facing the region with regard to providing water for fish and people.

Vision

The Water Supply Forum provides leadership in King, Pierce and Snohomish counties on current and future regional water supply and related water resource issues from the utility perspective.

Mission

The Water Supply Forum's mission is to provide a venue for policy discussions on critical issues related to water supply and stewardship, while sharing utility perspectives and insights with the public and key leaders throughout the region. The Forum aids members and the public by providing a portal for water supply and related water resource issues.

Objectives

The Forum's will implement its mission through the following objectives:

To facilitate and coordinate communications and information on regional water supply planning issues in King, Pierce and Snohomish Counties.
To coordinate public water supply policy discussions and planning between water supply agencies within the region.
To promote water efficiency and seek new and better ways for utilities to conserve water.
To participate collaboratively with local, state, tribal, federal governments and stakeholders on regional water-based recovery portions of the Endangered Species Act responses.
To promote environmental and other regional public benefits when utilities develop and operate public water supplies.
To promote coordination to efficiently minimize adverse impacts of water-related emergencies.
To promote information sharing among water systems.

Regional Water Supply Profiles

The majority of the municipal water used within the region is provided by the 13 largest water suppliers. Information on the largest water supplies serving the region is available in the Regional Water Supply Profiles section.

Water Supply Planning Within the Region

In addition to the regional municipal water planning included in the Regional Water Supply Outlook, each local water system is required to complete a Water System Plan and update the plan on a regular basis. Many local utilities have provided access to their plans through the web. Currently available planning documents are available through the following links.
